COLUMBUS, Ind.— A Columbus man was arrested Thursday after a traffic stop. Columbus Police Officer Frank Dickman observed the driver, Brian L. Bay, 45, throw a small bag out of the passenger side window of the vehicle. Bay denied throwing anything out of the vehicle, but officers did locate drug paraphernalia inside the vehicle.
Officers did locate a bag that tested positive for methamphetamine. Bay was arrested for being a habitual traffic offender and for the drugs and paraphernalia found.
