FRANKLIN, Ind.—Franklin Mayor Steve Barnett’s office has announced a new Deputy Chief of the Franklin Police Department. Lt. Jim Hoeing will be taking over for Lt. Chris Tennell, who will be re-assigned as Investigations Commander. Hoeing has over 20 years of experience in various roles with Franklin Police.
