Also on Monday, the narcotics team was conducting surveillance on South State Street when deputies say they saw a hand-to-hand drug transaction take place in a parking lot. Deputies approached the suspects and took into custody Josh Phelps, 31, and Christina Ross, 26, both of North Vernon.
Brayton Eder, 24, and Larry Evans, 23, both of North Vernon, were arrested Tuesday on warrants for their participation in dealing drugs in Jennings County.
