FRANKLIN, Ind. – Indiana Department of Transportation (INDOT) contractor Milestone Contractors, L.P., is continuing work on Phases 1 and 2 of a six-phase intersection improvement project on U.S. 31 in Franklin.
Phase 1 box culvert replacement work continues between Acorn Drive and Schoolhouse Road. The current Phase 1 traffic restrictions will be used through early October and can be found here.
Phase 2 intersection improvement work continues on U.S. 31 between South Main Street and West Jefferson Street in Franklin.
On or after Monday, August 25, drivers can expect the following traffic restrictions and changes for Phase 2 through late September, weather permitting:
- Franklin Lakes Boulevard will be closed at U.S. 31
- South Street will be closed at U.S. 31
- South Main Street will reopen at U.S. 31
- Nineveh Road will reopen at U.S. 31. Right turns only to/from northbound and southbound U.S. 31 will be permitted (no left turns)
- Ironwood Drive will reopen at U.S. 31
- A temporary U-turn location will be available at the left lane of southbound U.S. 31 at East County Road 80S

Overall work on Phases 1 and 2 of the project is expected to be complete in late November, weather permitting. INDOT will provide additional updates as work progresses. Motorists can receive updates and additional information from INDOT Southeast via Facebook and X.
This project is part of a $66.2 million intersection improvement contract awarded in February 2025. All work is anticipated to be completed in 2028. More details can be found here.
