FRANKLIN, Ind. – Indiana Department of Transportation (INDOT) contractor Milestone Contractors, L.P., is continuing work on Phases 1 and 2 of a six-phase intersection improvement project on U.S. 31 in Franklin. Here is the latest update as of October 9.
Phase 1:
Phase 1 box culvert replacement work continues between Acorn Drive and Schoolhouse Road. The current Phase 1 traffic restrictions will be used through late November, weather permitting, and can be found here. All work on Phase 1 is anticipated to be complete in late November.
Phase 2:
Phase 2 intersection improvement work continues on U.S. 31 between South Main Street and West Jefferson Street in Franklin. On or after Monday, October 13, drivers can expect the following traffic restrictions and changes for Phase 2:
- The left lane of northbound and southbound U.S. 31 will be closed between Jefferson Street and East C.R. 80S. The right lane will reopen.
- Franklin Lakes Boulevard will reopen at U.S. 31 (right turns only will be permitted)
- West South Street will reopen at U.S. 31 (right turns only will be permitted)
- The temporary U-turn location will remain available at southbound U.S. 31 and East 80 South.

This project is part of a $66.2 million intersection improvement contract awarded to Milestone in February 2025. All six phases of the contract are expected to be finished in 2028. Additional information about the overall contract can be found here.
