FRANKLIN, Ind. — The Franklin Common Council has introduced a new bond ordinance to fund comprehensive capital improvements for the city’s parks and recreational facilities. Building on previous investment, the funding proposal establishes a long-term financing structure to enhance public amenities across the community.
The effort includes major upgrades and new construction at two key municipal recreational sites, Scott Park and the Franklin Family Aquatic Center, aiming to modernize these facilities to meet growing community demand.
The City of Franklin is collaborating with legal and financial advisors, including bond counsel from Barnes & Thornburg, to establish a lease-rental revenue bond structure through the newly formed Franklin Parks Building Corporation to finance the $50 million overall project scope without exceeding local municipal debt limits.
Residents and community members are invited to participate in upcoming public hearings and council meetings:
- Park Board Meeting Session: Thursday, Sept. 17 at City Hall
- City Council Adoption Session: Monday, Sept. 21 at 6 p.m. at City Hall
- Additional Appropriation Hearings at October City Council meetings
