Franklin selects partner for $35M park expansion and Aquatic Center

FRANKLIN, Ind. — The City of Franklin has selected The Skillman Corporation as its private partner to lead a major $35 million quality-of-life development involving two key city parks.

The Board of Public Works and Safety unanimously approved the recommendation of a five-member evaluation committee under Indiana's Build-Operate-Transfer (BOT) statute (IC 5-23).

The selection follows a competitive proposal process initiated in June 2026 to develop the Scott Park expansion and construct the new Franklin Family Aquatic Center under a unified parks program.

City officials executed a scoping agreement with Skillman to establish project specifications and a guaranteed maximum price ahead of a planned October bond issuance. The partnership allows the city enhanced flexibility to select preferred vendors and coordinate design work directly with park leadership prior to finalizing construction contracts.
