NORTH VERNON, Ind. — Officials from Jennings County and local municipalities met on Monday, September 28, to recommend adjustments to how state local income taxes are distributed among municipal units.
During the Municipal Unit Strategic Taskforce (MUST) meeting, members discussed the operational impacts of shifting from assessed valuation formulas to pure population-based calculations. Local leaders raised concerns about funding public services, emergency response, and infrastructure maintenance under proposed distribution models.
MUST passed a motion asking the Indiana General Assembly to reconsider LIT distribution metrics. The recommendation advocates for a multi-factor formula incorporating assessed property valuation, population, and the scope of municipal services provided by each jurisdiction.
Task force members emphasized that multi-factor allocation models better reflect the financial burden on municipalities supporting regional commercial hubs and infrastructure.
The recommendation will be forwarded to state legislative representatives for consideration ahead of upcoming legislative sessions.
