Mayor Barnett addresses street closure requests for downtown Franklin events

FRANKLIN, Ind. — Following local fall events downtown, Mayor Steve Barnett clarified the city's policy regarding street closures for non-city-sponsored public gatherings during the Oct. 19 Franklin City Council meeting.

Addressing comments raised by Council Member Todd Shuck regarding high attendance at events such as Porchtober and Raising Spirits, Mayor Barnett explained why downtown streets remain open during functions organized by Discover Downtown Franklin.

Key factors behind the city's street closure policy include:

  • Avoiding precedents that could lead to private street closure requests for weddings or graduation parties
  • Directing large-scale public gatherings toward the city’s $10 million downtown amphitheater designed specifically for crowd management

City officials noted that while downtown festival turnouts continue to grow, non-municipal organizers are encouraged to leverage designated park structures and public venues rather than closing active thoroughfares.
